No horse "deliberately" steps on your toes. He sounds as though he needs a few lessons in manners and respecting your space. I would also recommend a RA. Sometimes we get into a pattern of behaviour ourselves and can't see a way out, get an experienced outsider can see a solution straight away.
If someone asks why are you selling and you reply that he stamps all over you that isn't going to be a huge selling point. He has lots of good aspects, and sounds as though he is worth investing some money and time to improve things. You might find that he becomes your perfect horse.
