Surely someone would know if they are missing a horse? According to the article the accident happended on 28th Jan.

I don't know, I took in a stray horse that was claimed 5 days later - when the owner finally realised it was missing!

The other possibility is that the owner doesn't have insurance and is worried about the implications of having a loose horse?

i would know in the first 5 minutes if my pony went missing... nosey neighbours that have their uses!
