Surprisingly it was a donkey giving rides.

Well seen by the public, I hope I'm not the only one that noticed and actually did something about it.

I hope it gets delt with quickly.

Sadly most of us 'townies' wouldn't know a neglected donkey if we saw one. Too busy cooing over the ears and so forth. And those that have more regular contact with equines are less likely to go for rides. Well done OP for looking out for the working animal.

How was it neglected?

its feet were really over grown and twisted, no wonder it didn't want to walk.
There were obvious rings in its feet so something going on for a while.
