If you are in South Bucks another option would be to stay at home and apply to one of the London College's to do Law and commute in on the train. Kings has a good reputation and if you are really bright then you could get a scholarship which would help financially.
I don't know where you are in South Bucks but I work in London and have colleagues who live quite far away from London and commute in to work and have commutes of well over an hour. I don't know what routine your horse is kept in as you keep it at home presume you have some flexibility in how you keep it. You could also use your commute to do some reading for Uni.
