He should ne pulled up, those horses shoulders touched the ground and should be eliminated for a horse fall
I thought on the replay it looked like the shoulders stayed up (although he was on his knees and nose) but he rolled on his quarters a bit before getting up. I can't remember the horse fall definition. Sensational horse though.

Doesn't do the sport any favours though, if this had been a certain other eventer I'm not sure the comments would be so kind...
 
Phantom of the Opera is some horse, but imo the near horse-fall doesn't exactly create the best impression of Eventing, whether it was counted as a horse fall or not. I think the GJ should have pulled him, to have a check over before allowing him to continue.
