Kick or lami?

My boy came in shuffly behind today from the field. He struggled to turn a circle behind, ie wouldn't cross legs over as I turned him round. Now he's not fat - is perfect weight and is treated as though he is a laminitic and always has been even though hes never had lami and is only 4. Already on a starvation paddock 30x30 metres with little grass as been used on and off all year. He's in at night on soaked hay (4kg) net and gets fast fibre with happy tummy (charcoal) and prohoof. He is unshod. There was heat in all 4 feet. However, the twist is that yesterday a fellow livery's pony was tied too loose and double barrelled him and caught his thigh which is also warm and is the leg he doesn't want to step under with. It's the hoof heat that's confusing me? I feel I should keep him in in case it's lami but if its the kick he needs to stretch that muscle....
