Large or small breed Mountain and Moorland?

I was wondering if someone could help me... I am hoping to do some low-level showing with the Welsh Section C pony of Cob Type that I ride (he's not registered as such but bears a great resemblance to this type and I've had a lot of compliments on him) this summer but wasn't sure whether he qualifies as a small or large breed. Please could someone tell me which class I'd be most suited for? He is 13.2hh, stocky with feathers.

I would have said he would be a large breed.
Normally the small ones are the welsh a's and b's, exmoor, dartmoors ect and large is welsh c's and d's new forests connemaras ect.
 
i would say hes a large breed often in the show scehdule it will say the breed that are allowed to enter that class :)
 
He would be large breed. Check the schedule to make sure it doesn't request that they're registered!
