COMPULSORY MICROCHIPPING FOR FOALS AND NON-PASSPORTED HORSES FROM 1 JULY 2009

As from July 1st 2009 there will be Europen legislation in place which states thet every horse born in Europe will have to be microchipped in it's Nuchal Ligament (so that it can't migrate) within 6 months of being born. Also any horse that does not have a passport by this date will have to be micro-chipped before a passport can be issued.

There will be a single European wide European Standard microchip and scanner so that every microchip can be identified and read by the same specification of scanner.

Each country will have it's own Micro-chip data base but there will be a web site portal so that each countries data base can be accessed and checked for a specific Micro-chip.

Horse owners will of course have the opportunity of having their present horses micro-chipped with this standard microchip.

Due to the number of nation-wide thefts of horses at this present time I would strongly recomend that anyone that wishes to recover their horse in the event of it being stolen has it freezemarked immediately on it's shoulder.
 
So who's going to monitor this then because as sure as eggs is eggs, the gypsies and travellers and other cheapie breeders/owners won't do it, that's for sure. Are they going to take a field at a time, chip everything and move onto the next field; it'll take years and each year there'll be more to do.
There are still so many horses without passports and it's been years since they became 'compulsory', while I agree with it all, sorry, I don't think they have a cat in hells chance of it being a complete success, at least regarding itinerant horses as their owners couldn't give two hoots about complying with any law, let alone when it's costing them money!

Hopefully they will bite the bullet and say that any horse without a chip and of an age where vet says it should have one, will be seized, chipped and the owner can claim them back if they can prove ownership and pay for the chipping!

Thats the only way of avoiding the farce of passports where only the responsible owners comply and in return get no real protection as was promised if their horse is stolen.

I like that idea but it is still going to be a farce. You won't even get police going onto to travellers sites, even when they know crimes have been committed so I don't see how anyone armed with a chipper and scanner is going to get any joy either; they'd soon be out on their backsides! Also, think of all the dumped animals as a lot of so called owners wouldn't even attempt to get them back from the pound.
If I'm honest, I can't see anything working as it should unless all breed societies came under the same umbrella and sing from the same hymn sheet, something similar to Weatherbys, they are the one voice for the TB industry and everyone knows where you stand with them. If all breeds had the same criteria for registrations and passports, the simpler it would be for everyone. All the societies should swallow their administrational differences and become united for once IMV.
