Layering a horses tail

New chunky horse on the yard has a layered tail. I assume cut that way, unless some grow like that?

It's got a fair wave to it and looks really good whilst making it more manageable.

Is this a thing? I've tried googling but just get instructions on layering a fake tail.

I have a hw cob and she struggles to lift her tail to poo. Her hair grows all around the dock, so I clip the underside and a strip either side then use thinning scissors at random (tried one of those rakes but did nothing) . It's still huge. I do like the hairy look but would like to make it lighter.
