Layering rugs and stopping them sliding back

I bought the pony a fleece cooler rug that he's been using a stable rug recently. As it dropped a bit cooler this week I wanted him to layer up a bit so tried his fleece under his LW no fill turnout rug. Problem is the fleece slide back and was quite tight over his shoulders (doesn't seem to do this when it's on its own). Any tips to stop an under rug sliding back - am considering an elastic surcingle maybe??
 
I find fleeces are pretty useless as under rugs. Mine have very thin stable rugs as under rugs instead. One has an ancient Shires and the other has a Weatherbeeta Jasper XtraLW.
 
I dont like using fleeces as under rugs, they slide back and pull tight over the shoulders and also on the withers. I would prefer to use a warmer rug or a light stable rug under a turnout rug.
 
if they are the only rugs you have, layer them the other way around, as the extra layer of fleece on the top is better than nothing, & ditto PP, use a thinner stable rug, or a specific underrug/blanket :)
