I lead on the inside of the road, but have never lead on a busy road, only really lanes. This is so I can shove the horse right over, and won't get squished if he spooks.

Always put yourself between the horse and he traffic (so the horses right)

leading from either another horse or on foot, the led horse must be on the inside against the side of the road and the leader must be between it and the traffic. A horse is a vehicle and as such must go with the direction of the traffic.
