Mainly for insurance, but also if running under RC / BS rules - you must have safety cups on the back rail of oxers.
Cheapest is jump4joy at £5.50 a cup, the keyhole type tend to be £10+

Yep, although good practise to have shallow cups on planks, as they can trip horses up if they don't move (plus they fall off easier from shallow cups)
