Its a disgraceful case, yes, but the PM is a bit busy running the country to investigate one case by himself ! Anyway, who wants a politician investigating things - lets leave that to the police and the CPS and the animal charities who will probably make a very good bash at it.

Or are you asking for a full Judicial Enquiry?
