Does anyone know where you can check online to see if a transporter is licensed to operate or not?

Your horse transporter should happily give you their Operators Licence number (its not a trade secret). Blue disc in the window is for UK mainland only. Green disc is international.
also you will need to check their SVS Licence for transporting-the welfare department in Worcester should be able to do this
Their lorry also should have the DEFRA Inspection Certificate for either under 8 hours, 8-12 hours UK only or International-there should be a certificate and a metal plate in the lorry
Also!!!! Check the transporters ACET or CET depending on whether its over 8 hours (ACET) or under 8 hours (CET)

Correct me if I am wrong. Transporters operating 3.5T lorries do NOT need an operators lic. Therefore you would not have a disc in the window!!!!!

That is right, which is why there are a lot of transporters using 3.5t vehicles (not as many hoops to jump through).
To get an operators licence, you have to have a transport manager or someone who has passed their CPC in road haulage.

Correct people who use those bread vans (3.5t) currently do not require a op lic however, luckily this will change by the end of the year!
However all the rest-svs, lorry certification and driver cert IS still required.
