Lip quivering...is this normal?

I've had my pony fror coming up to three months and he's been a bit of a head shaker, when riding, since I got him. I spoke to the old owners and discovered that he hadn't had his teeth done for over two years, so straight away I called out the dentist. They found that they were very sharp at one side, coincidentally the side he had been pulling at when schooling, and were filed down.

However, during this time I have noticed that he sometimes quivers and shakes his upper lip/nostils, and after feeding him in the field last night noticed he was doing this again when eating the hay. However, I dont think it's anything to do with the hay as he has done this before in other situations. It was vey windy in the field last night, and he is a v nervous pony, so I was wondering whether it may be a reaction/comfort to that.

Any advice or suggestions welcome as I am a little concerned?!
 
Mine quivers her top lip when she is upset or I have told her off!
She doesn't stand still for very long when I ride her so I made her walk backwards to where I made her stand before she walked off and then got off. And yep her top lip was going the impatient sod!
 
I know of an Arab who does this almost constantly, especially when ridden - his nickname has become "wobblenose"
