Little fluid filled lumps on legs, what are they?

Let me describe these. Not lame, or hot. On both back legs on my 25 year old cob. there are egg shaped what looks like fluid filled lumps, they are soft and easy to prod. They are not on the bone, more like on the tendon? Near the fetlock but not actually that low down. Identical on both legs. Dont seem to bother him but bother me! Not getting a vet at the moment as they have been there for ages.
 
I would think if it was the annular ligament constricting the tendon then the horse would be lame. I had a pony with an annular ligament injury and he was hopping lame. The fact that they are on both legs would also indicate windgalls, and they usually tend to fill up with the warmer weather for some reason. They very rarely cause any problems and are more of a blemish than a cause for concern. If they don't bother him, then don't worry about them.
 
Windgalls are joint fluid leaked out of the joint. Whilst they do not cause lameness themselves, they are the symptoms of joint damage. I guess that in a 25 yr old, they might be due to arthritic changes in the joints. If they aren't causing any problems, I'd just keep a careful, watching brief for now.
