If the livery is apparently telling other liveries they arent going to move, I would be telling the other liveries that they will absolutely be moving because you will be dropping their horse and their stuff at the top of the driveway and padlocking/ changing the locks. I would also start telling everyone their rent is going up BECAUSE this person is refusing to leave .. you'd be amazed how quickly the others will turn on them and make them feel unwelcome!

OP .. START making a paddock near the entrance NOW to back yourself up, that you mean business. I know everyone says seek legal advice but Ive been on a few yards and they dont mess about, if you are asked to leave you damn well leave on that date or you are thrown off physically. Its horrendously messy but do not back down on this!

I thought the standard answer to this one was to deposit the livery's stuff at the end of the drive, with horse tied to the gate. If they don't collect you then stick an abandonment notice on the horse and dump the stuff.

If people genuinely do this I am shocked!

Definitely look into legal advice, but one option could be to put a new livery in the stable and put their horse in a field with daily checks for now (to ensure that horses welfare) and proceed with trying to get the horse removed by legal means. The belongings however from other threads seems you can do pretty much whatever with them once the notice has elapsed if you've not agreed to hold onto them for your livery as it's on private property.
