locking a water tap! - help needed.

very strange thread but i cannot find what im looking for on the internet- so if anyone can save me from my dispair- hats off to you!

basically what im looking for is a water tap adjustment which can be locked from being used! we have an autistic boy down the yard whom love to play with the hose but unfortunatly even when asked he still persistently uses it which is costing in water and also a danger to liveries in the winter!

I wonder if you could encase the whole tap in a case/shed/safe type thing and lock the door on that?

How about having a word with a friendly farrier and getting 3 bits of metal welded together to go over the top with a hole drilled through for a lock to go through underneath the tap? or

not sure if it heps but at work the tap head is removed when out of use. You have to either screw the tap on or use pliers although this wouldn't be much good if the tap is in use alot!

we have this on the taps outside - can also stuff them with insulation. Will take a picture

You can also get taps which you have to push at the top to allow water to come out. When you release the water stops.
