Long boots for short legs?

My friend is after some long riding boots but she is under 5ft and has short legs.

Does anyone know of a particular brand that is good for making long boots for shorter legs?

I am 5'1" and the only long boots I found that fit (without having custom made...not an option!) are the Mountain Horse high rider boots in kids sizes (if they still do them, I got mine about 5 years ago).

Even the "short" options on long boots are too long for me.
 
Depends what the budget is, but equi port do made to measure ones, some of the plainer ones are about the same price as I paid for my off the self ones.
 
I'm just over 5ft and have never been able to get long boots to fit, so last year I got a pair of gaiters made for me. They look fab and are great quality leather, only cost £90.

I am also 5' with short legs and I bought the Brogini's too. They did take ages to arrive though but I ended up getting lots of free goodies to compensate so it wasn't all bad. They are nice boots and I use them for best. Every day I ride in Ariat short boots and their small gaitors. I used to have treadstep gaitors in a small size as well and they were great.
