Long riding boots search

Have now returned 3 different boots cos they are too tall for my son, he is a foot size 10 yes 10 !! And only age 13... But all the boots I have tried are 47cm tall or bigger, he needs them for this winter as his other country boots are not suitable for riding.
Ideas or reccomend boots please, if we don't find any soon we will have to wait till your horse live and then he can try on.
The ones we have tried so far are
Mountain horse high rider 11
M horse terra nova high rider
Un known brand off eBay

All were too high in lower leg so as to make it comfy to ride in
Ideally the height of them needs to be about 45-45.5 cm and either wide or standard calf with elastic inserts to stretch
Any ideas people?

I teach a few kids with the same problem, we've given up with long boots and they all ride in boots and gaiters as it was the only way without going made to measure that we could get anything to fit but still look smart!
