I'm looking for someone to school my green horse as I don't feel that my riding and confidence are good enough to do this properly myself (I am having lessons on a schoolmaster to help/improve).
Most of the instructors I've contacted are not interested in schooling your horse for you and I don't know of any trainers local enough to me so that they would be able to come out regularly and don't want to send my horse away.
Can anyone recommend either an experienced rider, trainer or instructor in Hertfordshire who would be able to help school my horse on a regular basis?

I'm not in Herts but I think you might struggle getting someone good to come out to you on a regular basis. I would worry that if they were good and professional, how come they've got time to do that?

Why don't you want to send away?

You're right I am struggling to find someone to come out on a regular basis, the reason I don't want to send him away, is because you here too many horror stories about peoples horses being wrecked and also because my horse lives out the majority of the time and most trainers wouldn't offer that option. Plus I would like to be present during training sessions to see how he's progressing and to get things I can work on with him myself in between sessions.
I realise as I've already rung around a fair bit that it's unlikely I will find someone, hence my post

TBH I would be happy with a confident, experienced rider schooling him for me but have no idea where to look for one

TBH I wouldnt rule out the option of sending away. I know how you feel, cos I am just the same with my horse. However, I've been struggling with his schooling so Ive sent him to the dressage lady at the RS I go to for a month and I really think its going to be worth it. They said I can go up whenever I like, I can watch him being schooled, I am having lessons on him. Ok he has to come in at night, but I think this is a fair compromise for the good it is doing. It's also not that bad a thing as he is getting into a routine.

Plus, plenty of 'experienced riders' dont actually ride correctly and you have to be so careful who you let on your horse...
