Does anyone know please if you book a retest for a lorry MOT, but don't actually make it to the test centre - do you still pay for the test?

I am trying to match up the itemised repair bill for my lorry - he took it for one MOT where it failed. The next time he was on his way to the MOT but the brakes failed so he turned the lorry round and came back. Then it went for a 2nd MOT which it failed, and a retest a week later where it passed.

He has charged me for two full tests and two retests, when it actually had two full tests and one retest. Is this right?
 
What weight is the lorry? If it is over 3.5t the test centres are all managed by VOSA and they can give you the answer. I think if your lorry fails on the brakes you have to pay for a whole test, if it is just something they can look at it is cheaper.
 
I would have thought it would be one full price test and 3 retests - assuming that you mean a plating rather than an MOT. Plating you pay for when you book - and this includes retests - so whether he made it to the test centre of not is immaterial as he would have paid for it anyway!
