Lost passport

Hi newbie here we recently took a horse on permanent loan when we went to see her the owner showed us her passport and then put it back in her car she was ment to come see horse at new yard the next weekend and leave passport but has now told us she has lost passport and told us to get a new one, she has not registered horse to herself and I believe the passport agency she was registered with have gone bust ( gypsy cob society) how do we go about getting a new passport? Is it likely to be major problems? As new yard owner needs it ASAP and is not happy!!
 
I would think your first port of call would be to ask DEFRA who has taken on the liabilities of the Gypsy Cob Society, then try and get a copy from them (they will probably want to serve notice on the last registered keeper to ensure it hasn't been stolen etc). Did you see the passport and check it was for the right horse? Because I wonder if she never had one anyway. The whole passport thing is a mess - if you don't know the issuing authority you can't make enquiries. Technically it is an offence to get one for a horse who already has one but this might be the only thing you can do
