Lumps what could they be- advice?

Hi guys, been to see a lovely little coloured warmblood yearling. Superb little thing. Already placed/qualified for various in hand things eg sport horse etc. Good paces. Only thing that concerns me is he has 2 very small lumps the size of two smarties i think on the off-fore cannon bone about half way up, towards the inside of the leg. Now what could they be? Apparently he was born with them. Should they concern me?Hes perfect in every other way but i dont want these bony-like lumps to get bigger when the work kicks in in two/three years time. I want to do dressage/showing with him, and not sure if judges will pull him up because of it. What do you guys think.
 
This is the first thing that came into my mind but the owner said he was born with them. Surely that rules out that they are splints. Unless i havent been told the whole truth.
 
At the end of the splint bone there is a nobbley bit, all horses/ponies have them. It is about half way down the cannon bone (inside) or abit lower towards the fetlock joint.
