Hi, looking to overhaul my horses diets as they are not getting what they need right now. I have settled on Progressive Earth Pro Balance but was just wondering do I need to feed magnesium oxide with is as well to support my 2 barefoot horses?! This feeding malarky get's so confusing the more you look into it

It depends on how deficient in Mg your grazing/hay is, which you won't know without a forage analysis. So the only other way is to start on Pro Balance, give it a good few months so you can establish the baseline whilst their on it, then add in more MgO and monitor for improvements. If you notice a significant change in soundness or hoof wall connection then the extra Mg was needed. If not then I'd drop it again.
