Mane lost every winter

I know I am not the only one out there, but I am at my wits end. Every year, my mare loses the first half of her mane due, I assume, to wearing the neck of a rug. This year it is even worse, having lost 2/3rds of her mane. I am at the point where I am considering hogging her mane at the start of the first cold spell this year / next winter to avoid my poor mare from having her mane pulled out by the roots by what I assume, is the neck of her rug. I can't not use a neck as she is clipped so it isn't fair on her. Does anyone have a miracle answer apart from leaving the neck of her rug off?
I tried something new this year
as I have same problem. I WONT put her out with no neck rugs as she rubs her mane on trees so it would be gone anyway. All the time my mare wore her https://www.bossysbibs.com/products/bossys-maneguards-prevention-cure-for-horse-mane-loss and I use pig oil or https://well-gel.com/products/mane-event-spray-225g on her mane and max 200 gram rug her mane was ok, I put her 350 on and it gradually went, so my guess is the heavier the rug is with a neck the worst it is, and now I put her 200 gram on with an classic under rug with no neck so she is warm on body and the neck has only got a 200 grm on it and it is lighter thus no rubbing. I use Gallop rugs. So now I sold her 350 grm.

Also when she comes in I fold the neck back till 10pm then put it back up if its cold but not the velcro, if warm night leave it down till am.

The only way to avoid it is to not use neck rug It’s a pain but the only way to stop is to not use the neck.
Not for my mare, she has a scratchy tree she likes to rub on and no neck rug would be terrible idea as she rubs off on the tree, so I do the above.^

We've steered clear of fly rugs this summer with necks to try and avoid mane loss going into winter...lost of liveries where we are are still trying to get manes to come back with fly rugs on 24/7...a few have used that regrow and they swear it works for them 🤷‍♀️

Our plan for winter this year...hope it works!: no necks until clipped and cold, then just a 100g turnout neck with a 200g rug (or add another liner to make 300g when really cold). No necks for stable rug at all unless it's significantly below zero and horse is cold. Hope it works!
