Mane Rub from Last Winter Not Grown Back Yet?!!

My horses mane was rubbed out by his neck rug last winter. It didn't go completely bare just thinned and short. :(

Its grown back in length on the short bits but is still very thin and he has a really thick mane so it looks odd.

What can I put on it to help it re-grow? I tried cornucresine (sp?) but that has made no difference. The skin looks healthy as in no scabs, flakes or sores etc. Will this be permanent now or can something help with stimulating re-growth?

I have been recommended pig oil and sulphur for my new hogged cob. I researched it on the web and the recommendations are amazing. Haven't used any wet but definitely going to try some.
