Mare ccoughing from dusty hay but cant move it

Ive recently moved my horse (22 yr old HW mare) to a 20 acre grass livery field. The problem is in the winter the farmer dumps a big square bale of hay in the field and replaces it when its all eaten etc but it takes them along time due to the amount of grass theres 6horses in total on the land. My mare now has a cough and I know its from this old hay in the field but theres nothing I can do to move it I cant soak it I cant stop her eating it etc.

A few years ago in the summer she developed a cough the vet said it was an allergy to the trees (sounds daft but the field was surrounded by trees) and gave her ventapulmin which worked it cleared up and the trees didnt seem to bother her any more. Is there anything I can give her like ventupulmin to open her airways or help her whilst this hay is still in the field? Thankyou
 
I think I maybe tempted to move if possible for the health of your mare. It sounds like she's sensitive and has allergies which aren't helped by her environment. Failing that a vet visit for Dialaterol (cough syrup) maybe needed.
 
can you electric fence off a section of field and feed haylage if needed? or else try and see if respiratory supplements help?
