do all standard neck masta turnout rugs come with d-rings or similar to put (sold separatly) neck hoods on or not?

No not all of them.
I even bought a lightweight check-tech rug and a seperate neck cover of the same range and only realised when it came that there were no D-rings on the rug.. Still can't work out what went wrong there!
