Do you mean the surface or the drainage base? If you mean the base then dont be tempted by builders rubble or crushed concrete. It is much cheaper than clean stone but it clogs the drainage quickly, meaning you have spent thousands on an arena and its surface that is useless when wet. Its false economy.
If you mean the surface then you need to see what is available close to you- as haulage massively increases the cost.
