I have new horses passport, including his chip number, but I cannot find any information about how to get him registered in my name.
He has the Virbac Backhome.....sorry, I am new to all this.

Also, if, for instance, I wanted to know a bit more about a horses history, would the previous vet be able to tell me of any treatment he has had in the past?

Contact the passport issuer to register him to your name. There should be contact details on the passport - or google them otherwise.

If you wanted veterinary history - you would need to contact the previous owner (I would guess) to give you access to treatment history. I doubt that if you contacted the previous vets directly that they would be able to give you treatment history.
 
You'll need to contact the Microchip people as well to get him changed to your name. Previuos owner should give you registration docs, which will have form to fill in and send.
 
britestar - it depends on who the passport issuer is with process to change ownership. Some of the issuers allow you to change ownership details online now - some just need you to fill in the details in the book and send it off to them to be overstamped by the issuer
