Modern Pentathlon - untidy clothing?!

Im just watching catch up of the womens pentathlon after watching the mens live when it was on. Apart from the riding which I believe has already been discussed on here... why are some of them so scruffy?! Some dont wear a shirt at all, of the last two Ive just watched, one looks like she's wearing a T-shirt underneath her jacket and the other had a stock shirt with the collar undone (no stock). Why so messy?! One man I remember wore a jacket ridiculously big for him with a tie half undone, he looked a total state. Is the fact they're being seen in front of millions of people not enough for them to want to look tidy? Just a nice stock shirt with collar done up would be so much better.
 
Gawd - these pentathloners do get a bashing!

Is it because they don't have long to get ready between phases? I'm just guessing. If it isn't that I have no idea.
 
The British/Irish ladies certainly had on the same jackets as the main horse riding stuff.

I would imagine the people from the smaller nations have had to provide their own jackets, probably on a limited budget - a lot of the people competing in the event are students.

Bear in mind that for practise they will also have had to have bought the fencing equipment, and shooting equipment, I think they would probably have gone for the cheapest stuff they could get their hands on!
