As others have said, use a schooling whip to tap him on the hindquarters on the same side you are on and get him to yield them over towards you. I didn’t even have to teach mine this, I tried it and they instinctively knew what I was asking of them and it helped a lot. It works great for when I need to remount using a gate out hacking!

Kelly Marks used to have a video on solving this issue, not sure if she has put it on line. Basically, it was leading up to the mounting block, you stay on the ground, count to five or whatever, big pat/scratch and lead away. Repeat three times. Lead up to the mounting block, [etc]
This is how I taught my lesson horse to stand at the block unheld for me to mount her. To start with it wasted a lot of expensive lesson time, (the RI was always occupied with more advanced pupils) but it was worth it as I later shared the mare and could mount her unaided and I even remounted her once out on a solo hack after I had had to dismount due to Police cars.
Mark Rashid taught the same way but later he altered his approach saying all it did was teach a horse to walk in circles back to the block. He became much nore authoritative. But the walking method always worked for me so I never changed it.
