A Muck heap near me on a yard that will remain un-named,
has run offs down the lane (not literally).. the rainwater from further up the lane is running through the run off and empties down a drain some 50 yards down a road. The muck heap consists of shavings and straw, and hasn't been disposed of in months..

This article basically says I can report them, what do you think?

I also know of one that is just 10' from a substantial fast flowing stream, and the bank is eroding daily! and can see that soon they won't have to have it removed,it will just be washed away, thanks for the link :)

When it freezes, the horse pee turns the ice yellowy orange and it's an accident waiting to happen.. one inch of shear ice.. fall on that, cut yourself and get muck in the wound? Hardly hygienic...

The environment agency deal with pollution entering watercourses. It is illegal to allow runoff to enter rivers/ stream/ even dry ditches. So even if the actual heap is located more than 10m away, runoff should not enter water courses.
