Hi ya, i too have a Grey who prefers a dirty black tail instead of the silky white can only ever imagine it to be & like you i have tried all sorts.

As a last resort my mare now sometimes wears a tail bag which both myself & dwi made for less than a Fiver! It works a treat, especially in preperation for the days when i require my mare to look her best

sterident tablets disolved in a bucked about 6 of them there about 50p in tesco for loads, then swish tail in a few times let in drain and do it again this works for my 2 greys

tesco value denture cleaner tablets (strident type things)
hot water, bucket.
brush tail out as much as possible
stick tail in said bucket with hot water and tablets, swish about,
rinse well, and shampoo with cowboy magic yellow out shampoo with a splash of purple spray (gold label gentian violet spray is cheap) added. scrub well, comb through, rinse well
do another rinse with the strident tablet and hot water mix
rinse again with clean water
spin dry
coat the tail with alva dazzle whilst still damp to keep muck out.

time consuming, but really effective.

Persil washing powder in bucket of water and soak for as long as you can hold the bucket !

(Obviously not so good on dock area, but normally works a treat on the rest of the tail)
