Multicoloured horses in Cheltenham town centre?

Does anyone know what they are there for? Or has anyone else seen them-I'm not going mad am I?! Lol

All major cities are doing some sort of animal display be it pigs in bath or elephants in London. I would hazard a guess horses are some link with Cheltenham's equestrian history somewhere along the line...
