My horse keeps putting her head down while in canter

After having a few warm up canters on my new horse she starts putting her had down and being really lazy. She is 5 and has been professionally schooled but since I have had her she has been acting like she is hardly broken. Maybe she is just pushing her luck with me but I would like to know how I can resolve it.
 
In canter she just puts her head as low down as she can almost touching the ground it is really strange and it is really hard to pull her up. And by lazy I mean she will not canter up hill or for more than about a couple of minutes I have seen her canter consistently with the previous owner i just think its strange for a young WB x to be so lazy. She dose have a lot of speed in her because she has bolted with me and she was VERY quick, she just seems to be very stubborn when she uses her speed.
