Navicular horse bringing back to work

MY horse has been bf for nearly 4 months , yesterday I lunged on grass as there seems to be big improvement he is much sounder on grass than manage surface. I don't normally lunge but needed to monitor , he was off almost expecting pain then went sound . Is it regular occurrence for them to work through navicular pain . Last thing I want to do is start ridden work too early and have a set back , his adrenaline was up as he was excited to be doing something . I realise once the blood is up the adrenaline could make him look sound . I'd like to start walk out hacking but as he's young and excitable TB safety plays big part in returning back to ridden work . Lunging is obviously not ideal either ! Any thoughts ! we long rein around our track but wouldn't want to do this on roads .
 
Is he sensible enough to be led in-hand from his bridle with a coupling and long leadrope? Do you have any smooth tarmac available (driveway, carpark at the yard, quiet lane)? Would he walk nicely on a short hack on smooth tarmac if you rode?
 
No he's bit of liability at moment . Too much energy . I've just started him on pro hoof and wonder if this has made him bit hyper . He bolted on long rein tonight there are two new horses on yard and change makes him more spirited . He was incredibly good 4 yr old but has had time off for kissing spine op and navicular and his temperament has changed . He's become riggy and excitable .
 
Can you hack out with another sensible horse in walk. This would be ideal on flat tarmac, use boots if necessary. Sounds as if he is just feeling well now that he is not in pain. Also do some ground work in the school to get him listening to you.

I wish I could but we had bad experience with 4 horse and cart and he lost his confidence before injury . My previously lovely sane 4 yr old is now very reactionary around lorries etc plus he 7 now and feeling his feet abit . I've kept up ground work all was ok but new mares on yard have turned him bit riggy !,
