Navicular - Shortness infront

Can anyone offer some help.
I have a 15 year old ID compact cobby type, quite upright infront.
He Did a back leg nearly 3 years ago. Was back in work last year and seemed fine, he was turned away through last summer and returned to light work November / December time. he came back into work a it sticky and choppy in front and I thought it would get better but hasnt. Farrier thinks possible navicular. He is sticky on concrete and on turns but better on a surface. He does very light hacking and light schooling - ridden 4 days a week max 45mins and all in walk occasionally if fields are ok will go for gentle canter and if schooling no more than 30 mins with a novice rider.
Im debating wether to get investigated as he has had so many nerve blocks and so many scans that as he is now just a confidence giver for nervous rider, I dont want him travelling backwards and forwards with loads of box rest again.
so basically if it was navicular is there any treatment worth going through to make it worth him getting checked?
 
What are his feet like, can you post pics?

If it does turn out to be navicular, check out Rockley farm - they have a very high success rate.
 
When he was turned away we did take his shoes of, but he didnt cope well, so he is now shod again.
