Near miss on hack but police have taken us seriously

I'd go back to the police. The issue isn't entirely that she didn't slow down..according to your OP she actually accelerated towards you/your friend TWICE! This is threatening and I would say its in a different class to 'not slowing down'.

When the policeman and policewoman interviewed me and my friend about the speeding driver they said they had spoken to their Sargeant five minutes before as they wanted to be clear on what could/couldn't be done and their Sargeant said that road users DID NOT HAVE TO BY LAW SLOW DOWN FOR HORSES.

I find that totally amazing. So as long as you are within the speed limit you can plough into a horse and if it went to court and the prosecution said to the driver "why didn't you slow down for the horse?" the driver could quite happily say "well I was only doing 60mph and it was a 60mph speed limit so I wasn't speeding" AND GET AWAY WITH IT!!!!!! Unbelievable :eek::eek::eek:

well prehaps it is time to set up one of those petitions to the government, the one where if they get some many responses then it had to be mentioned in the commons?

The highway code would disagree with what the police are saying:
Other road users
214
Animals. When passing animals, drive slowly. Give them plenty of room and be ready to stop. Do not scare animals by sounding your horn, revving your engine or accelerating rapidly once you have passed them. Look out for animals being led, driven or ridden on the road and take extra care. Keep your speed down at bends and on narrow country roads. If a road is blocked by a herd of animals, stop and switch off your engine until they have left the road. Watch out for animals on unfenced roads.

Horse riders and horse-drawn vehicles. Be particularly careful of horse riders and horse-drawn vehicles especially when overtaking. Always pass wide and slowly. Horse riders are often children, so take extra care and remember riders may ride in double file when escorting a young or inexperienced horse or rider. Look out for horse riders’ and horse drivers’ signals and heed a request to slow down or stop. Take great care and treat all horses as a potential hazard; they can be unpredictable, despite the efforts of their rider/driver.
