Necks on rugs and clips

Hi, my Fell pony has a chase clip which is suitable for the amount and type of work he does. I have 100g and a 200g rugs, both with no neck. He's in a paddock with hedge on one side only, no shelter but I have a stable he can go into if weather really foul. Ad lib hay and a small Happy hoof feed.

Do I need a heavier weight (say 300g) or perhaps an under rug to layer ones he has? And would he need a neck attachment with a chase clip?
 
It would depend on him! I know fell ponies who are clipped out and only have a 100g rug and thrive on it, others are only part-clipped yet need a warmer rug. You shouldn't need a neck cover though.
 
It really does depend on the pony but you should be OK with what you have.

Years ago horses all survived in canvas New Zealand turnouts with just a blanket lining and certainly no neck covers.
