Need advice regarding fat ponio

The small ginger one has been in her muzzle 24/7 whilst she's been turned out and is stabled during the day with a small section of soaked hay and is only fed a handful of happy hoof with a vitamin and mineral supplement.
She is lunged for 20 minutes twice a week and ridden by my friend or walked (& trotted) in hand by myself twice a week, this is usually for 45 minutes and includes lots of hill work.
I cannot work her any more than this as I work full-time, have another horse that I'm bringing on and am too heavy to ride her myself so have to rely on a friend. She is not suitable for a child or teenager and I have been unable to find a light weight adult sharer.
She was a rescue and very underweight when I first had her and I think because of this I have allowed her to get fat over the years.
My vet and farrier have confirmed that she is showing no signs of laminitis but is obviously at risk because she is over weight, they have both (as has the rescue centre) confirmed that I am managing her correctly but she has only lost 15kg since June when I made the decision to put her in a muzzle every time she is turned out.
We are not allowed a starvation paddock or to strip graze, so this is not an option, and I would like to keep her out as much as possible.
Does anyone have any tips on how to get her to lose more weight?
What weight should she be? She is a 13.2hh Welsh B x Arab.
 
Most teenagers want to hack in big groups with the other less sensible teens on our yard you gallop every where even where the ground is bad. Lady has issues due to her past that means she panics when left and also she becomes very over excited when cantering/galloping in a large group and needs to be in front and not over taken otherwise she panics and will also do the hugest bucks imaginable. I don't want her or any one riding her to get injured and feel that it would be unfair for a teenager/child not to be able to hack out with the other teens and do the same things as they do.

I was thinking of liposuction for my horse. He knows how to remove a muzzle, has had no problem wearing one for the last 3 years but this year has decided to have massive temper tantrums and my usually beautifully mannered horse will knock you flying if you try to put one on so any tips for how to keep control when putting it on as you have to put the headcollar round his neck would be greatly appreciated. He is ridden at least 4-5 times a week, I have tried to strip graze but he isn't losing weight, in fact he is gaining as he has worked out how to stick his head under the bottom row of tape and put it on his mane to reduce the zaps and then chucks his head in the air to knock the post out of the ground and then jumps over it. I have tried keeping him in all day but he just gorges when he goes back out and am now think of changing his name to either hefty or gut bucket. He is still getting absolutely no Hard feed just grass and is in a lightweight rug or no rug in the hope he will shiver weight off overnight. Have just clipped him to see if this helps!!! Any ideas also gratefully received as am now at the end of my tether with him and the thought of a laminitic horse is giving me sleepless nights!!!!!
