Need weight off?

What is the best way to get weight of a horse that cant be ridden or worked? Vet thinks he has athiritis in hocks but need to get weight off him before anything can be given.He has always been turned out 24/7 apart from the occasional night or two in a stable every while.Would he be best in a field (which has short grass as all the horses have been in it all this year) or in a stable with hay/soaked hay?
 
I sympathise as I have a fatty that lives off fresh air and no amount of starvation seems to make her any thinner! But in the case of a horse that has arthritis I would definitely go for the bald paddock option over the stable because moving around is the best thing for arthritis.
 
Can he really have no exercise at all not even walking in hand?

What does the vet think would be the best option for him to loose weight?
 
Yeah it is really annoying cause nothing can be done until it comes off.I was thinking out.Im sure walking in hand would be ok but not sure.Looking at pics id say he has lost some but will be measured soon before worming.
