Neglect - Unsure what to do next

Perhaps trying to rehome or geld the stallion may be something you could discuss with the family. This may help matters if you don't keep having "a few more to deal with". As for the others keep contacting the charities and maybe they can persuade the owners that they can't manage and will help to rehome the rest.

Just to give you a quick update on the situation.

We have had a farrier come out on Friday and look at the Shetland & he thinks it will be cruel to try and treat her, as she has developed a deformity.
So the hunt have been scheduled this week to come & put her to sleep.

The other pony they just buried in the field before I managed to make a trip there.

Not a long term solution but I have done what I can.
 
Well done for sorting out the Shetland sometimes firefighting at the edges is the only thing you can do until something changes and you can find a more permanent solution.
