Neglected horse - who to report to?

which agency is the best to report a neglected and very underweight pony in a field to? I know its NOT the RSPCA!

The BHS Welfare dept - they will send a local welfare officer out.

The direct line for World Horse Welfare Line is 08000 480 180 and they have inspectors (many of which are ex police officers) throughout Great Britain.
The direct line for BHS Welfare is 01926 707 791 and it is answered between 8.35 a.m. and 5.00 p.m. Monday to Thursday inclusive and 8.35 a.m. - 3.00 p.m. on Fridays with a voicemail message that contains an emergency number outside these hours.
