New BD ruling re rosettes and prize money?

At my outing at the weekend (and I'm not going to name venues here) they were only giving out 1st place rosettes for the BD classes. When I queried this (I came 2nd) I was told due to the new ruling from BD they now have to give prize money for 1st place and they only now give out 1 rosette for every 4 starters in the class. There were 4 in the open section and 4 in the restricted in my class so only 2 1st place rossies were given out.
Has anyone else come across this? Now call me petty but when I come 2nd I want a piece of ribbon to take home for my £20 entry fee.
 
I was 3rd in my section yesterday but because it was such a small class only 1st got a rosette I think. Mind you, would have felt like a fraud taking a rosette for our performance (see below) lol! It's a rubbish rule, rosettes aren't that expensive!
 
It is at the discretion of the organiser I think, but 1 rosette per 4 starters is the absolute minimum. Some shows give out more than the minimum recommended which is much nicer. Prize money must be given to 3rd place (overall) as a minimum.
 
Hmmm well I didn't get any prize money either and I'm pretty sure I was 2nd overall.
To be honest it puts me off going back to the show centre - £20 a class and no ribbons to show for it.
 
I know there is a ruling in place - but they must have the rosettes there anyway so why not give them to the competitors. Surely it is a nice thing to do - and if they dont it discourages people maybe from returning - which with a class of 4 - they clearly cant really afford to do!
 
I came 3rd BD yesterday and didnt get prize money - they said it was split between the 2 highest scoring competitors open/restricted.
 
It sometimes amazes me how mean some venues can be with the rosettes. The 1 rosette for each 4 starters is a minimum requirement. It leaves a much nicer feel if they give rosettes to 6th regardless. Patchetts affiliated dressage has rosettes to 7th which is great.
 
The answer they gave was that they did not make enough money to cover giving rosettes past the minimum requirements. I think it is a real shame personally, my local venue gives rosettes to 6th in both sections or the top 3 if lower entries. Much nicer in my opinion and encourages me to go back and try harder next time

rosettes are surprisingly cheap. For uni comps we only literally needed two team sets (total 8x 1st-4th) and two individual sets (total 2x 1st-8th) so 48 rosettes total. Now we made ours really rather fancy (three tails of decent length, box pleated, printed tails etc etc) and it was under 50p a rosette (total was about £20 if i remember rightly!) from a respectable producer. The bog standard placing rosettes with no mention of venue etc were literally pennies each and that was without buying in bulk!!

I know BD has various fees to be paid to them from venues etc but I just don't get how unaffilitaed competitions can run at a profit with entriy fees below £10 a class and with nice rosettes and even sometimes prize money to third (totalling about a £10 admittedly but still!)!

Just seems bizarre especially when held at the same venues as affiliated, there should be the same overheads afterall except affiliation fees!?!?
