New off road route for riders and carriage drivers in Devon

Last October Sandra Boycott Maggie Melville (BHS Access Officers) and Judith Seaman
(voluntary researcher) attended and gave evidence at a public enquiry held in the village of
Frithelstock which lies between Bideford and Torrington in North Devon. The order to create
a restricted byway was proposed by the local authority during the parish review. There
were two land owner objectors but contrary to what is often the case the atmosphere was
very pleasant and they were happy to chat with us before the meeting started. The
inspector was marvellous being both friendly and helpful whilst also very thorough.
Sadly, some of the riders who had indicated their willingness to give evidence did not turn
up so the three BHS representatives were left to represent horse riders. It is very sad when
those local riders who will most benefit from these ROW creations do not give us their
support.
It can be daunting being cross questioned but not as scary as riding a horse along a busy
road whilst ever larger lorries pass at speed!
Last week we received news that the order to create a restricted byway had been
approved by the inspector. Whilst we know that the landowners have a right of appeal
Judith’s historical evidence was so compelling that we feel they are unlikely to do so.
A very big thank you to Judith for her many hours of work trawling through historical
documents.
This means that riders in the Frithelstock and Buckland Brewer area now have a quiet off
road route that bypasses an increasingly busy road and it also creates a pleasant circular
ride. Of course this route is not only of benefit to horse riders, walkers, cyclists and carriage
drivers may also use it.
