New owner. New passport rules?

I've just bought a new pony. I have his passport and obviously I have to send it off to have the owner details changed. But with this new law from July doesn't the passport have to be with the horse at all times? What happens if I'm challenged at a show or shomething and his passport is off with the issuers. Do I keep a photocopy? Is that enough?

Keep a photocopy, send it registered (or whatever) and keep the postage certificate with the copy. Hopefully it won't be too long getting back to you. Oh, and a copy of the sales receipt too.
