new passport question

So, just about to buy a horse and it turns out the owner doesnt have a passport for it. She seems genuine and says she has had the horse since a foal (its now 4 years), but what is the process for getting a passport these days?
 
I believe it is the law that they have to have one at birth (and a microchip now I think??)- don't know what happens if they don't though, sorry. Personally I think I would walk away if the horse didn't have a passport.
 
Remember it is an offence to sell a horse without a passport and an offence to posses a horse without a passport. It is not an offence to buy a horse without a passport and why should you go to the expense of buying a passport. Is it her horse as they do not have the passport does someone else have it
 
The owner needs to get the horse a passport, it's illegal to sell one without (also illegal to own one without). The horse will have to be microchipped in order for her to obtain the passport.
