New pony, naughty behaviour or pain?

Ive posted a few times lately about this pony.. My 11 yr old cousin got a pony on loan in August and then bought him beginning of oct.. He has been an absolute gem, he's a second pony, safe, but will spook, keeps my cousin learning.. Good hacking. But past week or so has become a bit of a pain in the school, pulling in off the track with head turned out, stopping when trotting, chucking in a little buck here & there but seems really grumpy. When hacking its a different issue! He loves it, is right up the front, really up for it. Now about a month ago we had him fitted with a new saddle, over 3 weeks he went from a little fatty to a quite muscled up little pony. Saddle had started lifting & moving.. Got saddler out again & he couldn't believe how much he'd changed shape, so got him a different shaped saddle. (the one the saddler told me to get) I'm now thinking that old saddle made his back sore & is the reason for the grumpiness in the school now he has a proper fitting saddle. We also had him clipped so perhaps more sensitive around withers? (blanket clip) But it's off & on, if I put the kids on the lunge he goes back to being relaxed even in the trot. So a friend is saying he's just trying it on with kids but I'm just not happy with the way he's going but I will get on him & try him tonight. Have been looking to find a trusted back person as I take my horses to Newmarket but we're in Essex so need someone a bit closer. And as I know the previous owner seems a bit...well.. Nutty, think we need to forget everything she's told us he's had done & get his teeth checked too. Thoughts please or do u think I pretty much have it covered?
 
I have a 4 year old, and he has been going really well, but on and off, will start throwing little bucking fits. I wasn't sure if he was being a 4 year old, or in pain, so had someone out to check his back yesterday. (He's just being a 4 year old). I am in Essex too, Epping area. The guy who came to see Ollie was really good with him. Can PM you his number if you want it.
 
Yeah please do. We were planning on taking him up to Newmarket with the others for a check as he's a newbie but we're not going till April. It's just quite out of character, he's 11 tho so not a youngster & never usually silly.
